Job Description
REQUIREMENTS
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, Commercial Management, or a related discipline.
- 5–10 years of experience in Quantity Surveying, Commercial Management, or Contract Administration.
- Strong post-contract experience is mandatory.
- Proven experience handling IPA, valuations, variations, claims, subcontractor payments, cost control, commercial reporting, and final accounts.
- Strong experience in variation evaluation, rate analysis, commercial negotiation, and contractual entitlement.
- Experience preparing and negotiating claims, EOT, delay/disruption claims, prolongation costs, and loss & expense is highly preferred.
- Strong knowledge of FIDIC or other major construction contract forms.
- Experience with main contractors, subcontractors, consultants, clients, and suppliers.
- Strong ability to read and interpret BOQs, IFC drawings, shop drawings, specifications, contract documents, and project correspondence.
- Strong knowledge of Excel, quantity measurement, commercial trackers, cost reports, and QS software.
- Experience with structural steel, fabrication, erection, aluminium, façade, PEB, metal works, or construction projects will be an advantage.
RESPONSIBILITES
- Manage all post-contract commercial and quantity surveying activities from contract award to final account.
- Review and understand main contracts, subcontracts, BOQs, specifications, drawings, scope of work, contract conditions, commercial terms, and payment provisions.
- Establish and maintain comprehensive commercial and contractual control systems for assigned projects.
- Prepare, submit, monitor, and follow up Interim Payment Applications (IPA) and Interim Payment Certificates (IPC).
- Prepare accurate monthly valuations based on measured and verified progress.
- Coordinate with Project, Site, Planning, QA/QC, and Construction Teams to obtain accurate progress quantities and supporting documentation.
- Verify executed quantities, installed quantities, fabrication quantities, delivered materials, site progress, and completed works for valuation purposes.
- Prepare quantity take-offs, measurements, BOQ reconciliation, progress measurement, valuation sheets, and payment summaries.
- Review certified amounts and identify payment discrepancies, deductions, retention, advance recovery, contra charges, and other commercial adjustments.
- Monitor payment status, outstanding certifications, receivables, retention, and contractual payment timelines.
- Prepare and maintain Variation Orders, Variation Claims, Change Orders, Change Requests, and additional work submissions.
- Identify and evaluate variations, omissions, additions, substitutions, design changes, client instructions, site instructions, and scope changes.
- Prepare detailed variation quotations, cost build-ups, rate analysis, supporting measurements, and commercial submissions.
- Negotiate variation rates, additional works, revised rates, and commercial settlements with clients, consultants, main contractors, and subcontractors.
- Maintain Variation Registers, Change Registers, Claim Registers, Payment Registers, and Commercial Trackers.
- Identify potential commercial risks, scope gaps, cost exposure, contractual risks, and entitlement opportunities.
- Review project correspondence and site records to establish commercial entitlement and contractual rights.
- Prepare and submit claims, contractual notices, entitlement submissions, disruption claims, prolongation claims, acceleration claims, loss and expense claims, and EOT-related commercial submissions where applicable.
- Support the preparation of Extension of Time (EOT) submissions by providing cost and commercial information.
- Assess financial impacts associated with delays, disruptions, variations, acceleration, prolongation, suspension, and changes in scope.
- Maintain detailed records of delay events, variation events, instructions, RFIs, approvals, correspondence, site records, and contractual notices.
- Review subcontractor payment applications, valuations, variations, claims, and final accounts.
- Measure subcontractor works and verify quantities against BOQ, drawings, approved variations, site records, and actual execution.
- Prepare Subcontractor Payment Certificates and commercial recommendations.
- Manage subcontractor commercial negotiations, back charges, contra charges, retention, deductions, and final settlements.
- Prepare and maintain subcontractor variation and claims registers.
- Monitor project costs, commitments, forecasts, actual expenditure, and commercial performance in coordination with the project controls team.
- Prepare cost reports, commercial reports, cash-flow forecasts, cost-to-complete reports, and financial forecasts.
- Monitor Budget vs Actual Cost, Committed Cost, Forecast Cost, Cost Variance, and Cost-to-Complete.
- Prepare Cost Value Reconciliation (CVR) reports and analyze project commercial performance.
- Monitor revenue, cost, margin, forecast margin, WIP, accruals, and project profitability where applicable.
- Assist management in identifying cost-saving opportunities, commercial risks, margin erosion, and potential recoveries.
- Review and assess rates, unit rates, productivity rates, labour costs, material costs, plant costs, subcontractor rates, and overheads.
- Prepare detailed rate analysis and cost build-ups for variations and claims.
- Reconcile BOQ quantities, contract quantities, approved variations, executed quantities, certified quantities, and final quantities.
- Prepare BOQ reconciliation and quantity reconciliation reports.
- Review drawings and specifications to identify scope changes, quantity discrepancies, omissions, and additional works.
- Coordinate with Engineering and Technical Teams regarding drawing revisions, design changes, technical clarifications, RFIs, and revised quantities.
- Review IFC drawings, shop drawings, fabrication drawings, architectural drawings, specifications, BOQs, and contract documents.
- Prepare quantity take-offs for structural steel, aluminium, façade, cladding, PEB, metal works, fit-out, and other construction activities.
- Track material procurement, material delivery, fabrication progress, site installation, and completed quantities where relevant to commercial valuation.
- Attend commercial meetings, progress meetings, variation meetings, claims meetings, subcontractor meetings, and client negotiations.
- Prepare commercial presentations and reports for Project Managers, Commercial Managers, Contracts Managers, and Senior Management.
- Ensure all commercial submissions are supported by appropriate measurements, drawings, photographs, site records, approvals, correspondence, delivery documents, and contractual references.
- Maintain proper commercial documentation, audit trails, contractual records, payment records, and project correspondence.
- Assist with project close-out, final measurement, final account, final payment application, release of retention, and commercial handover.
- Prepare and negotiate Final Accounts with clients, main contractors, and subcontractors.
- Reconcile all contract values, variations, claims, payments, deductions, retention, and outstanding commercial matters before project close-out.
