Technical Program Manager

REQUIREMENTS

• 10+ years of technical project and program delivery experience managing complex, multi-workstream engagements
• Demonstrable experience delivering GenAI, data, and advanced analytics solutions
• Full engagement lifecycle experience, including RFP response, project delivery, and post-go-live managed services
• Proven experience managing senior and executive-level stakeholders, ideally within the UAE or Middle East region
• Experience in large enterprise or government environments, specifically in Energy, Oil & Gas, or the Public Sector
• Deep familiarity with AI/ML lifecycles, RAG architectures, and agentic AI application architectures
• Proficiency with cloud-native platforms (Azure, AWS, or GCP) and modern SDLC methodologies
• Strong knowledge of Agile, Scrum, or SAFe frameworks and Jira tooling

RESPONSIBILITIES

• Own the full delivery lifecycle from RFP response and solutioning through to go-live and managed services
• Define program scope, roadmaps, delivery plans, milestones, and governance frameworks
• Drive sprint and release planning across distributed engineering, data, and AI teams using Agile or hybrid models
• Manage risks, dependencies, budgets, and timelines with meticulous documentation and program controls
• Act as a trusted advisor to client leadership, translating complex technical delivery into executive-level communication
• Lead board-level reporting and steering committee engagement for senior client and government stakeholders
• Contribute to RFP responses by actively writing, structuring, and shaping technical solution proposals
• Lead the delivery of AI/ML solutions, data engineering pipelines, and cloud infrastructure programs
• Mentor internal delivery teams and coordinate international vendors to ensure alignment and accountability
