Job Description
REQUIREMENTS
- Bachelor’s Degree in Civil Engineering or a related engineering discipline.
- Minimum 5–8 years of relevant experience in civil, infrastructure, roads, landscaping, or external works projects.
- Valid RTA approval/licence or RTA-authorized engineering status in Dubai is mandatory/preferred, depending on the project requirements.
- Strong experience dealing with RTA approvals, NOCs, inspections, permits, and authority coordination.
- Experience in Dubai/UAE construction or infrastructure projects is highly preferred.
- Strong knowledge of RTA standards, specifications, road infrastructure requirements, and Right-of-Way procedures.
- Experience with road works, drainage, utilities, landscaping, irrigation, paving, kerbstones, footpaths, and associated civil works is an advantage.
- Proficiency in AutoCAD, MS Office, and engineering/project documentation systems.
- Ability to read and interpret civil, infrastructure, road, utility, and landscaping drawings.
- Strong knowledge of construction methods, quality control, site supervision, and project coordination.
- Excellent communication, coordination, problem-solving, and reporting skills.
- UAE Society of Engineers membership is preferred/required as applicable to the role and registration category.
RESPONSIBILITES
- Act as the technical point of contact for RTA-related works, approvals, permits, NOCs, and inspections.
- Coordinate with RTA, Dubai Municipality, consultants, contractors, developers, and other relevant authorities.
- Prepare, review, and submit technical documents, drawings, method statements, material submissions, and other required documentation for RTA approvals.
- Manage RTA NOC applications and follow up on comments, approvals, inspections, and close-out requirements.
- Ensure all works comply with approved RTA drawings, specifications, standards, traffic management requirements, and Right-of-Way regulations.
- Review project drawings and identify technical issues, discrepancies, and potential conflicts before and during execution.
- Supervise and monitor road, infrastructure, landscaping, irrigation, hardscape, drainage, utilities, and associated civil works as applicable.
- Coordinate site activities with Project Managers, Planning Engineers, Site Engineers, subcontractors, consultants, and authority representatives.
- Conduct regular site inspections and ensure work is executed according to approved drawings, specifications, quality standards, and safety requirements.
- Coordinate inspection requests and facilitate RTA/consultant inspections and approvals.
- Monitor project progress and ensure activities are completed within approved timelines.
- Review contractor and subcontractor work methods, technical submissions, shop drawings, and as-built documentation.
- Identify technical risks, delays, design conflicts, and authority-related constraints and coordinate appropriate corrective actions.
- Maintain proper records of RTA approvals, NOCs, inspection reports, correspondence, permits, drawings, and project documentation.
- Ensure timely closure of RTA comments and observations.
- Support preparation of progress reports, technical reports, variation documentation, and project close-out documents.
- Assist in the preparation and submission of as-built drawings and final documentation for project handover.
- Ensure compliance with applicable UAE and Dubai regulations, project specifications, and authority requirements.
