Job Description

REQUIREMENTS

* Bachelor’s degree in Human Resources, Business Administration, Management, or a related field
* 10+ years of experience in manpower planning, workforce management, or HR operations
* Strong analytical, forecasting, and workforce planning capabilities
* Proficiency in HRIS systems, Excel, and workforce planning tools
* Solid knowledge of recruitment processes, workforce optimisation, and manpower KPIs
* Familiarity with UAE labour laws and workforce regulations
* Strong communication, collaboration, and organisational skills
* Ability to manage multiple priorities in a dynamic operational environment

RESPONSIBILITIES

Workforce Forecasting & Planning

* Develop short-term and long-term manpower plans aligned with business growth and operational requirements
* Forecast staffing requirements considering attrition, promotions, retirements, seasonal demand, and project expansion
* Conduct skill-gap analysis to identify recruitment and training requirements
* Monitor workforce capacity versus demand and recommend planning adjustments

Resource Allocation & Workforce Optimisation

* Allocate manpower effectively across departments, projects, locations, and shifts
* Optimise workforce deployment to maximise productivity while controlling labour costs
* Recommend redeployment or workforce adjustments based on operational priorities
* Monitor workforce utilisation and provide corrective recommendations where needed

Recruitment & Talent Planning Support

* Work closely with recruitment teams to ensure hiring activities align with manpower plans
* Support succession planning and talent pipeline development initiatives
* Assist with onboarding planning to ensure alignment between new hires and operational needs

Data Analysis & Reporting

* Maintain accurate workforce data within HRIS and workforce planning systems
* Prepare manpower dashboards, reports, and workforce planning metrics for leadership review
* Analyse workforce trends including attrition, absenteeism, overtime, and labour cost patterns
* Provide insights to support workforce efficiency and strategic decision-making

Compliance & Governance

* Ensure manpower planning activities comply with labour laws, organisational policies, and contractual obligations
* Support internal and external audits relating to workforce planning and reporting
* Maintain accurate documentation related to workforce approvals and planning processes

Continuous Improvement & Strategic Support

* Identify opportunities to enhance manpower planning tools, processes, and systems
* Support organisational restructuring, expansion, or transformation initiatives
* Work with Finance and Operations teams to align manpower planning with budgets and cost control targets

Stakeholder Management

* Act as a key liaison between HR, Operations, Finance, and department managers
* Conduct regular workforce planning meetings with business units to review staffing needs and challenges
* Support management decision-making related to staffing levels, transfers, promotions, and workforce adjustments
