Job Description

REQUIREMENTS

  1. Bachelor’s Degree in Engineering / Environmental Science / Occupational Health & Safety or related discipline.
  2. 10–20 years of HSE experience, with minimum 5+ years in HSE leadership/managerial role.
  3. Experience in one or more sectors: Civil Construction, Oil & Gas, Power, EPC, Infrastructure, Manufacturing, Utilities, Industrial Projects.
  4. Strong knowledge of:
    • ISO 45001
    • ISO 14001
    • OSHA / International HSE standards
    • Risk Assessment / HIRA / JSA
    • Incident Investigation
    • PTW Systems
    • Emergency Response Planning
    • Contractor HSE Management
  5. GCC experience preferred.
  6. Professional certifications such as NEBOSH, IOSH, CSP, NVQ, Lead Auditor will be an advantage.

RESPONSIBILITIES

  • Develop, implement, and continuously improve HSE policies, procedures, standards, and management systems.
  • Lead organization-wide HSE strategy aligned with business objectives and international standards.
  • Ensure compliance with applicable local regulations, client requirements, and global HSE frameworks.
  • Conduct risk assessments, hazard identification, and implementation of mitigation measures.
  • Establish and monitor HSE KPIs, dashboards, and performance reporting.
  • Lead incident, accident, and near-miss investigations using root cause analysis methodologies.
  • Drive preventive and corrective action programs and monitor closure effectiveness.
  • Conduct regular HSE audits, inspections, compliance reviews, and management walkthroughs.
  • Oversee contractor and subcontractor HSE performance management.
  • Manage Permit-to-Work (PTW), emergency preparedness, crisis response, and business continuity planning.
  • Deliver HSE awareness programs, safety campaigns, toolbox talks, and leadership engagement initiatives.
  • Promote behavioral safety and develop a strong safety culture across multicultural workforces.
  • Coordinate with operations, engineering, project, quality, and management teams to ensure safe execution of activities.
  • Ensure environmental controls, sustainability practices, and waste management requirements are implemented.
  • Support certifications and compliance initiatives related to management systems and ESG objectives.
