REQUIREMENTS

• Bachelor’s degree in Business Administration, Finance, IT, Engineering or related field (Master’s preferred)

• Minimum 5 years’ relevant experience in business analysis, business case development, or portfolio/project planning and reporting

• 7+ years’ experience in a government or public sector PMO preferred, with a track record of investment appraisal and executive-level portfolio reporting

• Professional certification such as CBAP, PMI-PBA, CCBA, PMP, or portfolio management certifications (MoP, P3O) preferred

• Fluency in Arabic required

• Strong analytical, stakeholder management, and communication skills

• Comfortable working from office in Dubai on a contract basis

RESPONSIBILITIES

• Develop and evaluate business cases for portfolio/project initiatives

• Support portfolio and project planning, tracking, and reporting

• Conduct investment appraisal and cost-benefit analysis

• Liaise with stakeholders across business and technical teams to gather and document requirements

• Prepare executive-level reporting and dashboards on portfolio performance

• Support governance processes (PMO standards, stage-gate reviews)

• Ensure alignment of business analysis outputs with organizational strategy and objectives

• Track project/portfolio risks, issues, and dependencies
